The Prime Minister of India has recently launched the “Aspirational Block Programme” at the 2nd National Conference of Chief Secretary.

What is Aspirational Block Program?

  • It is a programme inspired by the successes of various Aspirational Districts under Aspirational District Programme (ADP) and is aiming to implement Aspirational District Programme Model at the block level in the form of Aspirational Block Programme (ABP).
  • Block is considered as the unit of development.
  • Initially, the programme will cover 500 blocks across the country which are comparatively less developed.
  • Selection criteria
    • Development parameters like nutrition, education, waste management, agriculture, financial inclusion, and skill development status of various blocks will be compared.
  • States are encouraged to add more blocks under the programme.
  • Youth are the key drivers of this programme.

Significance of Aspirational Block Programme (ABP)

  • It will help to improve the health and nutritional status of women and children in each block.
  • This programme will help the blocks which are left behind in development achieve the state average development parameters.
  • It further helps to achieve the vision of Viksitt Parkhand, Viksit Zila, Viksat Pradesh & Viksit Bharat.

What is Aspirational District Programme?

  • ADP is a programme started in January 2018 by Government of India.
  • It aims to quickly and effectively transform 117 most underdeveloped districts across the country.
  • It focuses on 3C’s Strategy: Convergence, Collaboration and Competition
    • Convergence of Centre and States schemes,
    • Collaboration of Centre, State Nodal Officers, and Districts Collectors,
    • Competition among districts through monthly delta ranking.
  • Selection Criteria:
    • Health and Nutrition (30%)
    • Education (30%)
    • Agriculture and Water Resources (20%)
    • Financial Inclusion and Skill Development (10%)
    • Basic Infrastructure (10%)
  • Under this, the real-time progress of aspirational districts is monitored based on 49 indicators from five identified thematic areas.
  • The delta-ranking of Aspirational Districts is available on the “Champions of Change Dashboard“.
  • NITI Aayog anchors the programme with the support of Central and State Governments.
