AVGC Task Force Report calls for National AVGC-XR Mission
The Aviation, Visual Effects, Gaming and Comic (AVGC) Task Force has recently submitted its report to Ministry of information and Broadcasting. The Task Force was constituted under the Chairmanship of Shri Apurva Chandra, Secretary of the Ministry of Information and Broadcasting.
The recommendation of the task force can be broadly divided into four categories.
A. Domestic industry development for Global Access
- National AVGC-XR Mission with budgetary outlay for the purpose of growth AVGC sector in integrated manner.
- Launching a “Create in India” campaign specifically focused on content creation in India, for India and for World.
- Establish an International AVGC Platform (with a Gaming Expo) focused on attracting FDI, co-production treaties and innovation to make India the global hub for AVGC.
- Constitute a National Centre of Excellence (COE) to become an international reference centre for skilling, education and research purpose in AVGC sector.
- Regional COEs will be established to provide access to local industries and to promote local content and talent.
B. Developing talent ecosystem to realise Demographic Dividend
- Use NEP to foster creative thinking through dedicated AVGC courses at school level and promoting it as a career choice.
- Introduce AVGC focused UG and PG courses with standard curriculum and globally recognised degree.
- Enhance skilling initiatives in AVGC sector to meet the demand of 2 million skilled professional in this decade.
- Set up AVGC Accelerators and Innovation hubs on line of Atal Tinkering Labs.
C. Enhancing Technology and financial viability of AVGC sector
- To democratise AVGC technologies, promote subscription based pricing models for start-ups, MSME and institutions.
- Promote the development of “Made in India” AVGC technologies through incentive schemes for R&D and IP creation.
- Improve Ease of Doing Business (EODB) through measures such as tax benefits, import duties and curbing piracy.
- Utilise the Start-up India initiative to provide assistance to AVGC entrepreneurs.
D. Boosting India’s soft power through an inclusive growth
- Set up dedicated Production Fund for creation of domestic content to promote Indian culture and heritage across world.
- To create an inclusive India, focus on providing skill and industry outreach in Tier 2 and tier 3 youth.
- Create a framework to safeguards the rights of children in the digital world.
Challenges to AVGC sector in India
- Lack of authentic data for AVGC industry
- Skill gap in education and employment sector
- Infrastructure constraints
- Less focus on research development
- Absence of an AVGC academic research point in India
- Lack of globally popular Indian IPs
- Unavailability of funds for dedicated used by sector
- Need to explore startup ecosystem in India
